Shanghai Police College (SPC) is the only full-time police institution of higher learning, characteristic of application orientation in Shanghai. In the 65 years since its founding, this college, under the leadership of Municipal Public Security Bureau and Municipal Educational Committee, by promoting all-round growth of Shanghai public security educational undertaking, has cultivated and provided more than 36,000 graduates for public security, procuratorial and judicial front in Shanghai and nationwide and has trained more than 330,000 in-service policemen, being acclaimed as “a cradle of policemen and a melting pot of police officers”. 

In recent years, SPC has stuck to the strategic requirements for upgrade and development of Shanghai modern policing strategy, upheld political thought in police construction and strict discipline in college administration, adhered to the college motto “All for the Future of Public Security” and developed a school-running mode of “serving for public security work and police force building”. By strengthening ideological and political work and reinforcing the administration of police affairs, SPC keeps deepening educational reform and exerts itself to the connotation construction and continuous rise in comprehensive strength of school-running, aiming to provide Shanghai public security work with full support in police force and intelligence.

The total number of SPC staff now reaches to over 500 while number of students is approximately 3,000 including in-service police trainees and cadets. SPC covers an area of 660 mu with more than 150,000 square meters of building area of school buildings and has two campuses in Pudong and Xinzhuang. Nowadays, SPC mainly shoulders education and training tasks such as full-time undergraduate and second junior college course education, training of in-service policemen and various kinds of professional high-level training for domestic and overseas police carried out with the entrustment of the Ministry of Public Security (MPS). Meanwhile, SPC engages itself in theoretic and practical studies, undertakes the tasks of policing practice and relies on the Citizens Police Academy to play its social service role. SPC offers 5 full-time undergraduate majors including Science of Public Order, Criminal Investigation, Policing Command and Tactics, Criminal Science and Technology and Cyber Security and Law Enforcement. It also offers 10 second junior college majors and specialties including Public Order Management, Public Order Management (information network security supervision), Public Order Management (police station service), Public Order Management (criminal investigation), Public Order Management (economic crime investigation), Traffic Management, Criminal Execution (prison management), Criminal Execution (judicial police training for people’s court), Policing Command and Tactics and Public Safety Management (patrol).

SPC has set up 25 field training and practice bases outside the campus selected from all police units in Shanghai and established eight experimental and training centers with advanced equipments inside the campus. SPC was elected by the Ministry of Public Security “National Public Security Education and Training Advanced Collective” and “Outstanding Collective in the East-West Action Plan of Strengthening the Police with Quality”.  The Police Training Department of the college was appraised as “National Education System Advanced Collective”and “National Vocational Education Advanced Unit”. SPC has also won three national-level teaching achievement awards and had two national-level teaching teams, six national-level excellent resource sharing courses, seven national-level top quality courses and a batch of provincial-level and MPS-level teaching research achievement awards, teaching teams, eminent teachers and top quality courses.

Since 2007, Ministry of Public Security has respectively established six ministerial-level professional training bases and experimental centers which are National Public Security Teaching Resources Training Base, Shanghai MPS Foreign Police Training Base, Shanghai Domestic Security Teaching Training Base, National Technology and Information Education Training Base for Public Security Organs, MPS National-level Professionals’ Continuing Education Teaching Base and Shanghai National Police Psychological Training Centre.
